Fraud and Corruption in Public Procurement.
Commonwealth Africa Anti-Corruption Centre - CAACC organised a Course in Fraud and Corruption in the Public Procurement from October 21st to 25th, 2024, at TraveLodge, Gaborone, Botswana. The World Bank, Public Procurement and Regulatory Authority (PPRA) and two independent consultants are brought on board to deliver the course.
The course has pulled together experts from Botswana, Cameroon Eswatini. Kenya, Lesotho, Malawi, Mauritius, Namibia, South Africa, Togo and Zambia.
This Course is organised with an aim of improving the capacity of anti-corruption agencies in preventing fraud and corruption in public procurement.
Building Public Confidence in Anti-Corruption Public Relations
The Commonwealth Africa Anti-Corruption Centre (CAACC) is excited to bring together public relations officers from twenty three anti-corruption agencies across Commonwealth Africa for this crucial training session.
This course focuses on enhancing the image of agencies, fostering transparency, and building public trust through effective communication strategies. This specialized training is scheduled to run virtually from 24th -26th September 2024.
Women's Day Seminar 2024: Fighting Corruption in Healthcare!
CAACC continues to strengthen partnerships in the fight against corruption. In the past month, 7 August 2024, one of our partners, ACCERUS SPL hosted a powerful Women's Day seminar titled "The Hand that Rocks the Cradle, Rocks the World." The event focused on the critical issue of corruption in healthcare and its impact on women's health globally. Experts discussed the challenges and proposed actionable strategies to foster transparency, accountability, and equity in healthcare systems.

Managing Financial Investigations and Asset Recovery Course
Commonwealth Africa Anti-Corruption Centre (CAACC) in collaboration with African Development Bank conducted a Course on Managing Financial Investigations and Asset Recovery Course from the 08th - 12 th JULY 2024. The course was designed with the intention of meeting the needs of anti-corruption agencies involved in investigating financial crimes like corruption and money laundering focusing particularly on the following areas;
1. Financial Investigation techniques
2. Conducting Parallel Investigation
3. Asset tracing, Asset Forfeiture and Asset Recovery
4. Process-laid down examples of Asset Seizures Procedures
5. Asset Repatriation and Asset Management

However, the scourge of corruption acts as a blight that stunts their growth, depriving them of opportunities and infringing upon their fundamental right to education. When resources meant for educational infrastructure are siphoned off and when funds allocated for school supplies are stolen without a conscience our children are the ones who suffer the most. These blatant acts of corruption affect the right to education which is provided for in the Children's Act, let us remember in the same breath that it is an offence to deny a child education. In a corrupt society children are forced to learn in dilapidated classrooms, they lack essential educational materials, and many are even denied the chance to pursue their dreams through higher education.
In two days CAACC and DCEC shall be commemorating the annual Africa Anti-Corruption Day, which signifies our commitment to fight corruption and re-affirms our pledge to ensure that we do so for a better Africa. Our theme for this year is: "Effective Whistleblower Protection Mechanism: A Critical Tool in the Fight Against Corruption.” "Ka Setswana re raya gore “Thulaganyo e e atlegileng ya go sireletsa maloma tsebe: Tsamaiso e e maleba mo go lwantsheng tshenyetso sechaba” This theme serves as a clarion call to us all. It reminds us that the fight against corruption is not just the responsibility of a few, but a collective duty that we must all undertake.
Corruption Prevention in Public Sector | Day Three
Today, we focus on the intersection of corruption and digitalization. Professor John Hatchard discusses the challenges and opportunities that digitalization brings to corruption prevention.
In the afternoon session, Mr. Richelieu Lomax from the World Bank addresses fraud and corruption in procurement as one of the risk areas in the public sector and the prevention measures, followed by innovative approaches involving civil society and the media. An engaging and thought-provoking day!
Corruption Prevention in the Public Sector | Day Two
Day 2 of Corruption in the Public Sector Course started on a Smooth gear after a great Day 1 where Professor John Hatchard paved way by making a great introductory session dwelling on Corruption Prevention Concepts and Best Practices in Preventing Corruption in the Public Sector.
On this second day, Mr. Itumeleng Mongale, Crime Prevention and Criminal Justice Officer in the UNODC speaking to the Risk Management Approaches of Corruption Prevention focusing on the UNCAC Convention.
One of areas that Mr Mongale focused on was Asset Declaration as one of the tools in dealing with corruption, he presented this topic from the UNCAC perspective.
Corruption Prevention in the Public Sector.
Commonwealth Africa Anti-Corruption Centre (CAACC) in partnership with the United Nations Office on Drugs and Crime (UNODC) is hosting a Virtual Course - "Corruption Prevention in the Public Sector" from July 17th to 20th, 2024.
This Course promises to provide participants with practical and critical knowledge on various corruption prevention approaches and sharing of International best practices.
The Course will feature Corruption Prevention and Public Education officers from twenty-three anti-corruption agencies in Commonwealth Africa Anti-Corruption Agencies.
Regional Training: Beneficial Ownership Transparency

Today marks the commencement of our four days training session focused on advancing anti-corruption efforts in Africa through beneficial ownership training. This session is attended by representatives from Financial Intelligence Centers (FICs), anti-corruption agencies, and company registries from selected member countries of the Commonwealth Africa Anti-Corruption Centre (CAACC), especially those in the early stages of beneficial ownership implementation. Participants are from Botswana, Eswatini, Gabon, Lesotho, Malawi, Namibia, Sierra Leone, and South Africa.

The second day of the training began with a recap of Day 1 by the participants, facilitated by Mr. Rantsetse, Centre Manager of Commonwealth Africa Anti-Corruption Centre. Participants reflected on the status of Beneficial Ownership Transparency (BOT) in their home countries, highlighting issues like the lack of public information which hampers BOT efficiency. They discussed their learnings about legal and beneficial ownership, focusing on identifying the natural person who owns assets.
Ms. Karabo Rajuili, Director of Country Implementation of Open Ownership led a substantive session, starting with an exercise where participants divided into two groups for a study tour on the third day. She covered foundational concepts of BOT, emphasizing transparency and the importance of making data available. She discussed the significance of BO data quality, different types of BO data users, and the necessity of structured data for effective policy implementation. Participants explored whether an agency can effectively collect, store, and use BO data without users understanding its purpose. The session concluded with discussions on data requirements, usability, and pattern identification in BO datasets to recognize trends and risks.

15th April 2024 marked the commencement of the training programme on Advancing Anti-Corruption in Africa through Beneficial Ownership Transparency. This 4-days regional training is organised by Commonwealth Africa Anti-Corruption Centre (CAACC) in partnership with the United Nations Office on Drugs and Crime (UNODC) and Open Ownership in Pretoria, South Africa.

“PLAY YOUR PART! LET’S RID AFRICA OF CORRUPTION’’
25TH – 26TH APRIL 2023
The Commonwealth Africa Anti-Corruption Centre (CAACC) on 25th and 26th April 2023 hosted an Anti-Corruption Symposium under the theme “Play your part! Let’s rid Africa of Corruption.”
In his welcoming remarks, The Centre Manager, Mr Mogolodi Rantsetse said that, ‘corruption in the African Continent is rampant and this dampens direct foreign investment, which if not addressed would lead to pitiable education system, poor health care, infrastructure’.

ICAC: Africa Anti-Corruption Day
The Independent Commission Against Corruption organized a virtual reflection forum titled "OVERCOMING
CORRUPTION VULNERABILITIES IN THE FACE OF COVID-19 PANDEMIC" on the 12th July 2021. Seventy-five participants from fifty institutions took part in the virtual forum to trigger discussions on the risk and vulnerabilities of corruption associated with the pandemic and to brainstorm strategies to
eliminate the risk.
The Commonwealth Secretary-General's visit
The Commonwealth Secretary- General Rt. Hon Patricia Scotland paid her first official visit to Botswana from 3rd to 8th July 2021, arriving from Zambia on 3rd July, for official meetings with several government departments.
